need to add this port along with the ip address of your localhost for ex: http://192.681.1.3:8765/

One reason you may not be able to connect from another computer is if you have the web server listening on 127.0.0.1 as opposed to 0.0.0.0 or your specific IP.  127.0.0.1 is the local loop back device and is only accesible to the device it is running on. 0.0.0.0 is used to make an application listen on all network devices.
